Portable Appliance Test or PAT Test

Portable Appliance tests or PAT tests are an important and required part of any Health and safety policy. The health and safety executive reports that 25% of electrical accidents involve portable appliances. As such the Electricity at Work regulations enforce legal responsibilities on employers, employees and self-employed persons to comply with the regulations provisions and take all reasonable action to avoid accidents from the use of portable appliances. The health and safety at Work Act (1974) categorises obligations in to different categories. The level of inspection, testing and frequency of such tests required differs dependant on the risk, which is calculated upon the appliance type and the nature of the environment. The different environments are shown below.

  • Low Risk - Offices
  • Medium Risk - Schools, Hotels, Shops and Nursing Homes
  • High Risk - Factories, commercial kitchens and equipment used by the public.
  • Very High Risk - Construction Sites.

For testing, Electrical Equipment can be categorised into 5 types.

  • Stationary Equipment - Refrigerators and washing machines.
  • Information Technology - Computers, VDUs, telephones, printers, fax machines, photocopiers.
  • Transportable Equipment - Items that can be moved, however infrequently such as fans, electrical heaters.
  • Portable Appliances - Items that can be moved easily whilst connected to a mains electricity supply such as Vacuum cleaners, toasters and kettles.
  • Hand-held Appliances - This is equipment that is intended to be held whilst in operation, such as a hair dryer or drill.
